This piece centers on four companies: Enron, Imclone, Worldcom and Halliburton.
It's an expressive portrait of the corporate leaders of each company (Fastow, cheney, Skilling and Lay). The layer of thin black faces represent the individual workers who make up said companies. The distorted faces symbolize the anguish of losing one's retirement and the hollow feeling inside of thinking the company you worked so hard for has gone against you. Somebody (the President- George W. Bush) just prior to this piece used the phrase, "Axis of Evil", and I felt the bad examples of greed and ill will set forth by the four companies merited a similar description: "Axis of Corruption".
